Born 18 July 1943, Liechtenstein citizen.
After primary school, Dr. Norbert Marxer attended Liechtenstein Grammar School in Vaduz where he obtained his Matura certificate. After studying law in Innsbruck and Geneva, he received his doctor's degree in both laws on 4 April 1974 at the University of Salzburg.
On finishing his university studies, Dr. Norbert Marxer completed his professional training at the Princely Court of Liechtenstein in Vaduz, at the District Administration of Feldkirch (Austria), at the office the Vorarlberg Regional Government in Bregenz (Austria) and at the State Chancery in St. Gallen (Switzerland).
Dr. Norbert Marxer is a member of the Liechtenstein Chamber of Lawyers and of the Association of Professional Trustees.
In 1976, Dr. Norbert Marxer was appointed to the Civil Service of the Principality of Liechtenstein where he headed the Chancery of the Princely Government, the Counselling and Complaints Office (Ombudsman) and, in particular, the Legal Department (Legal Services) of the Government and the Department of International Mutual Judicial Assistance. At the same time, he was Deputy Public Prosecutor and acted for the Government of Liechtenstein as the representative of public law before judicial and administrative authorities. He has also represented the interests of Liechtenstein in certain cases before the European Human Rights Commission and the European Court of Justice.
As an acknowledged authority on the Liechtenstein legal system and law, his duties in the international area have included participation in treaty negotiations with European countries and also with the USA (Treaty on Mutual Judicial Assistance).
His special services on behalf of the Republic of Austria where he completed his legal studies were honoured by the award of the Grand Silver Order of Honour, which was presented in person by the Federal President of Austria.
From 2001 to 2007, Dr. Norbert Marxer was active as a partner in a major Liechtenstein trust company and was the direct contact for an important Swiss bank. Furthermore, his duties included client services, advising in succession matters, asset and estate planning, as well as the formation of companies and mandate administration.
Dr. Norbert Marxer is married and the father of four children. In his free time, he enjoys playing golf, reading and listening to music.
